HMRC launches consultations on information powers and excise

Two consultation documents on modernising HM Revenue & Customs (HMRC) powers, deterrents and safeguards were published.  They follow the introduction in April 2009 of a new compliance checking framework for a range of taxes, which brought in a new set of rules for HMRC inspections, visits and enquiries across a range of taxes.

The first paper contains proposals for modernising and improving HMRC’s information powers, and accompanying safeguards, in two key areas: 1) bulk information powers and 2) specialist unnamed taxpayer powers.

The second consultation looks at ideas for a new and modernised excise checking framework, as well as ways of improving excise administrative procedures, in order to reduce admin burdens for business.

The 8 I's of Partnership Building

Britain's Professions are Still Socially Exclusive

The Panel on Fair Access to the Professions, led by Alan Milburn MP, has published a  research paper highlighting key trends and issues in access to the Professions.  The report identifies where progress had been made to widen access to professions such as law, medicine, media, publishing, Civil Service and banking for young people but also identifies where barriers still exist.

The report finds that many of Britain's professions have become more socially exclusive and as a consequence, bright children from average or more disadvantaged backgrounds, are missing out on a professional career.  Amongst its key findings of the report are:

* A typical professional born in 1958 came from a family which earned 17% more than the average family income; but by 1970 the family income gap between those who went on to pursue a professional career and the average family had risen to 27% with journalism and accountancy seeing the biggest rise

* Lawyers who were born in 1970 or after, grew up in families 64% above the average family's income and for doctors the figure was 63%

* By contrast the teaching, academic and cultural professions saw a decline in numbers who had grown up in families with above average incomes
